I only overstayed by a few minutes
You left shortly after your paid time (or arrived a few minutes before paying) and were charged for a short overstay.
What the rules say
- BPA Code of Practice (10-minute grace period)
- IPC Code of Practice
- Protection of Freedoms Act 2012, Schedule 4
How to appeal, step by step
- 1
Work out the real overstay
Compare the ANPR entry/exit times (or your ticket) against your paid period, and remember the grace periods apply at both ends — time to read the signs on arrival, and a minimum 10-minute grace period after the paid time on BPA sites.
- 2
Cite the grace period
Under the BPA Code there is a mandatory minimum 10-minute grace period after a paid/free period ends. If your overstay falls within it, the charge should not have been issued.
- 3
Appeal and attach the timings
Set out the entry, paid-until and exit times and explain that the difference is within the consideration/grace periods.
Frequently asked questions
How long is the grace period?
On BPA member sites there is a mandatory minimum 10-minute grace period after the paid or free period ends, plus a separate "consideration period" at the start to read the terms and decide whether to stay. The IPC Code requires a reasonable grace period too.
Does the grace period apply to council PCNs?
Council on-street and car-park PCNs have a statutory observation/consideration approach rather than the BPA 10-minute rule, but a very short overstay can still support a "contravention did not occur" or mitigation argument. Check the exact times on your notice.

AppealIQ generates draft letters to assist your appeal. It is not legal advice — always review the letter and use the official appeal channel printed on your notice.
