How to appeal a Hackney Council PCN

Hackney Council enforces parking, bus-lane and (where designated) moving-traffic contraventions by issuing statutory Penalty Charge Notices under the Traffic Management Act 2004. Most Hackney Council PCNs turn on whether the contravention actually occurred and whether the signs and road markings clearly indicated the restriction. A rejected appeal can be taken - free - to an independent adjudicator at London Tribunals.

How Hackney Council PCN appeals actually go

In 2024-25, 967 Hackney Council PCN appeals reached London Tribunals and 838 were decided. 211 - 25.2% of those decided - went the motorist's way. In 83 of those 211 wins (39%), Hackney Council did not contest at all - the penalty was cancelled without an adjudicator having to rule against the council. That is 20.1 points below the London-wide average of 45.3%, so appeals against this council have historically fared worse than typical - though that reflects the cases that got that far, not a prediction about yours. For scale, Hackney Council issued 301,886 PCNs that year, so only about 1 in 312 was taken this far.

For comparison, across every London borough in 2024-25 there were 47,935 appeals, 42,907 decisions and 45.3% went the motorist's way - and in 56.3% of those wins the council did not contest the appeal. (Both figures cover parking, bus lane and moving traffic, the same basis as the borough number above.)
