How to appeal to London Tribunals
London Tribunals — through the Environment and Traffic Adjudicators (the body that replaced PATAS) — is the free, independent tribunal for PCNs issued by London boroughs and Transport for London. As with the rest of England, you reach it only after the council’s statutory stages and a Notice of Rejection, which must explain how to appeal. An independent adjudicator then decides, and you do not pay first.

How to appeal to London Tribunals, step by step

Challenge the borough and make formal representations
Challenge the PCN early, and after a Notice to Owner make formal representations on a statutory ground within 28 days.

Wait for the Notice of Rejection
If the borough or TfL rejects your representations, the Notice of Rejection must explain how to appeal to London Tribunals and give the deadline.

Register within 28 days
Appeal at londontribunals.gov.uk within 28 days, attaching evidence and stating your ground.

Choose a personal or postal hearing
You can attend in person/by video or have it decided on the papers. The authority files its evidence and you can reply.

An independent adjudicator decides; a successful appeal cancels the PCN.
