How to appeal a Lambeth Council PCN
Lambeth Council enforces parking, bus-lane and (where designated) moving-traffic contraventions by issuing statutory Penalty Charge Notices under the Traffic Management Act 2004. Most Lambeth Council PCNs turn on whether the contravention actually occurred and whether the signs and road markings clearly indicated the restriction. A rejected appeal can be taken - free - to an independent adjudicator at London Tribunals.

How Lambeth Council PCN appeals actually go
In 2024-25, 3,340 Lambeth Council PCN appeals reached London Tribunals and 3,241 were decided. 1,658 - 51.2% of those decided - went the motorist's way. In 1,032 of those 1,658 wins (62%), Lambeth Council did not contest at all - the penalty was cancelled without an adjudicator having to rule against the council. That is 5.9 points above the London-wide average of 45.3%, so appeals against this council have historically fared better than typical - though that reflects the cases that got that far, not a prediction about yours. For scale, Lambeth Council issued 404,399 PCNs that year, so only about 1 in 121 was taken this far.
For comparison, across every London borough in 2024-25 there were 47,935 appeals, 42,907 decisions and 45.3% went the motorist's way - and in 56.3% of those wins the council did not contest the appeal. (Both figures cover parking, bus lane and moving traffic, the same basis as the borough number above.)

Lambeth Council enforces bus lane and moving-traffic contraventions as well as parking. London moving traffic PCNs are issued under separate London legislation, so the six-month warning rule for the rest of England doesn’t generally apply.
Moving traffic PCN guide →Grounds for challenging a Lambeth Council PCN
- The contravention did not occur - you were parked correctly, had a valid ticket or permit, or the restriction did not apply then.
- The signs or road markings were missing, unclear or did not comply with the Traffic Signs Regulations, or the traffic order is invalid.
- A procedural error - the PCN or Notice to Owner was defective, late or wrongly worded.
- You were not the keeper at the time, or the vehicle was taken without consent.
- An exemption applied (Blue Badge, loading/unloading), the penalty was the wrong amount, or there are compelling reasons to cancel.
