How to appeal a Wigan Council PCN
Wigan Council enforces parking, bus-lane and (where designated) moving-traffic contraventions by issuing statutory Penalty Charge Notices under the Traffic Management Act 2004. Most Wigan Council PCNs turn on whether the contravention actually occurred and whether the signs and road markings clearly indicated the restriction. A rejected appeal can be taken - free - to an independent adjudicator at Traffic Penalty Tribunal.

How Wigan Council PCN appeals actually go
In 2024/25, 19 Wigan Council PCNs were appealed to Traffic Penalty Tribunal, and 5 of them (26.3%) ended in the motorist's favour. In 5 of those 5 wins (100%), Wigan Council did not contest at all - the penalty was cancelled without an adjudicator having to rule against the council. That is 11.7 points below the average across England outside London and Wales of 38.0%, so appeals against this council have historically fared worse than typical - though that reflects the cases that got that far, not a prediction about yours. For scale, Wigan Council issued 25,609 PCNs that year, so only about 1 in 1,348 was taken this far.
Wigan Council moving traffic PCNs
Wigan Council enforces bus lane and moving-traffic (since July 2023) contraventions as well as parking. If a camera caught you in its first six months of enforcement and it was your first time at that spot, DfT guidance says Wigan Council should have sent a warning notice rather than a PCN.
Check the warning-notice dates →Grounds for challenging a Wigan Council PCN
- The contravention did not occur - you were parked correctly, had a valid ticket or permit, or the restriction did not apply then.
- The signs or road markings were missing, unclear or did not comply with the Traffic Signs Regulations, or the traffic order is invalid.
- A procedural error - the PCN or Notice to Owner was defective, late or wrongly worded.
- You were not the keeper at the time, or the vehicle was taken without consent.
- An exemption applied (Blue Badge, loading/unloading), the penalty was the wrong amount, or there are compelling reasons to cancel.
