How to appeal a Stockport Council PCN
Stockport Council enforces parking, bus-lane and (where designated) moving-traffic contraventions by issuing statutory Penalty Charge Notices under the Traffic Management Act 2004. Most Stockport Council PCNs turn on whether the contravention actually occurred and whether the signs and road markings clearly indicated the restriction. A rejected appeal can be taken - free - to an independent adjudicator at Traffic Penalty Tribunal.

How Stockport Council PCN appeals actually go
In 2024/25, 112 Stockport Council PCNs were appealed to Traffic Penalty Tribunal, and 52 of them (46.4%) ended in the motorist's favour. In 37 of those 52 wins (71%), Stockport Council did not contest at all - the penalty was cancelled without an adjudicator having to rule against the council. That is 8.4 points above the average across England outside London and Wales of 38.0%, so appeals against this council have historically fared better than typical - though that reflects the cases that got that far, not a prediction about yours. For scale, Stockport Council issued 56,190 PCNs that year, so only about 1 in 502 was taken this far.
Stockport Council moving traffic PCNs
Stockport Council enforces bus lane and moving-traffic (since December 2024) contraventions as well as parking. If a camera caught you in its first six months of enforcement and it was your first time at that spot, DfT guidance says Stockport Council should have sent a warning notice rather than a PCN.
Check the warning-notice dates →Grounds for challenging a Stockport Council PCN
- The contravention did not occur - you were parked correctly, had a valid ticket or permit, or the restriction did not apply then.
- The signs or road markings were missing, unclear or did not comply with the Traffic Signs Regulations, or the traffic order is invalid.
- A procedural error - the PCN or Notice to Owner was defective, late or wrongly worded.
- You were not the keeper at the time, or the vehicle was taken without consent.
- An exemption applied (Blue Badge, loading/unloading), the penalty was the wrong amount, or there are compelling reasons to cancel.
