The rules at Leeds station
- The drop-off and pick-up zone is in Princes Square, off Aire Street, and is monitored by ANPR cameras.
- You get 10 minutes free; Blue Badge holders get 30 minutes.
- No return within 30 minutes.
- There is no pick-up or drop-off on the main Princes Square entrance road, which is a no-parking roadway.
- For longer stays, the station multi-storey is run by APCOA, from £0.70 for up to 20 minutes.
Network Rail’s page says overstaying “will result in a parking fine” but doesn’t name the company that issues it. Appeal to the operator named on your notice, within the deadline it gives (usually 28 days).
What changed in December 2025
From 26 December 2025, railway byelaws stopped covering station car parks run under a contract, and the keeper-liability rules started to apply to station land. A charge at Leeds station is now a private parking charge like a supermarket's, with the same appeal rights, and the registered keeper can be liable. Grounds for appealing
- You left within 10 minutes (30 with a Blue Badge): check the entry and exit times on the ANPR images.
- You were caught twice because you came back within 30 minutes: check whether the signs at the zone state the no-return rule clearly.
- The signs at the entrance and in the zone didn’t make the time limit, the charge and the operator clear enough to form a contract.
- The ANPR images don’t show your vehicle, or the entry and exit times are wrong — for example a missed exit read that merges two visits.
- You paid (on arrival or late pay within the permitted window) and the payment wasn’t matched to your registration.
- The Notice to Keeper arrived too late or leaves out wording the Protection of Freedoms Act 2012 requires, so the keeper can’t be made liable.
Check the Notice to Keeper dates and whether the Appeals Charter says your charge should be cancelled or cut to £20.
